WASHINGTON.- El gobierno de Joe Biden dijo que levantará una serie de restricciones a Cuba impuestas durante la era Trump, facilitando procedimientos de inmigración, transferencias de dinero y vuelos a la isla, una decisión saludada por el gobierno de La Habana.
El anuncio de Washington es el resultado de una revisión de la política hacia La Habana, que había sido prometida por Biden al llegar a la Casa Blanca en enero de 2021, pero comenzó a tomar forma tras las históricas protestas que sacudieron a Cuba en julio pasado.
«Con estas medidas pretendemos apoyar las aspiraciones de libertad y mayores oportunidades económicas de los cubanos para que puedan llevar una vida exitosa en su hogar», dijo el portavoz del Departamento de Estado, Ned Price, en un comunicado.
El gobierno de Biden dijo que restablecerá el programa CFRP, suspendido desde 2017 y que permite que ciudadanos y residentes estadounidenses soliciten que sus familiares en Cuba se reúnan con ellos en Estados Unidos se través de canales regulares de migración.
También prometió aumentar la capacidad de procesamiento de solicitudes de visa en La Habana, mientras sigue tramitando la mayoría de visas de inmigrantes para cubanos en Guyana.
La embajada estadounidense en Cuba redujo su personal al mínimo en septiembre de 2017, cuando el republicano Donald Trump argumentó que hubo misteriosos incidentes de salud, descritos como ataques sónicos, que afectaron a sus diplomáticos en 2016 y 2017.
La administración de Biden tambien dijo el lunes que eliminará el límite actual de remesas familiares de 1.000 dólares por trimestre para el par emisor-receptor y que autorizará las remesas no familiares para apoyar «a los empresarios cubanos independientes».

Cuba calificó de «paso limitado en la dirección correcta» la flexibilización de algunas medidas restrictivas, pero resaltó que esto «no modifica» el embargo vigente desde 1962.
«La decisión no modifica el bloqueo, la inclusión fraudulenta en lista de países patrocinadores del terrorismo, ni la mayoría de medidas coercitivas de máxima presión de Trump que aún afectan al pueblo cubano», dijo en Twitter el ministro de Relaciones Exteriores, Bruno Rodríguez.
«Los anuncios no modifican en lo absoluto el bloqueo, ni las medidas principales de cerco económico tomadas por (el expresidente de Estados Unidos Donald) Trump, como los listados de entidades que están sometidas a medidas coercitivas adicionales, ni elimina las prohibiciones a los viajes de los estadounidenses», ha subrayado, por su parte, el Ministerio de Exteriores cubano en un comunicado.
Asimismo, ha precisado que «no revierte la inclusión arbitraria y fraudulenta de Cuba en la lista del Departamento de Estado sobre países que supuestamente son patrocinadores del terrorismo». «Se trata, sin embargo, de un paso limitado en la dirección correcta, una respuesta a la denuncia del pueblo y del Gobierno cubanos», ha agregado.
De esta forma, el Ministerio de Exteriores de Cuba ha indicado que estas medidas responden a los llamamientos por parte de «la sociedad estadounidense y de los cubanos residentes» en Estados Unidos, así como de «la casi totalidad de los estados miembros de Naciones Unidas, expresada en la abrumadora votación contra el bloqueo».
