WASHINGTON.- El presidente de Estados Unidos, Joe Biden, anunció este miércoles una serie de acciones ejecutivas para hacer frente al “inminente peligro” de la crisis climática y prometió seguir trabajando para aprobar medidas frente a la inacción del Congreso.
“Ya que el Congreso no está actuando como debería, yo lo haré. Yo lo haré”, repitió con insistencia en un discurso desde las inmediaciones de una antigua planta de carbón reconvertida, que pronto servirá para fabricar cables subacuáticos que lleven electricidad desde los campos eólicos marinos a las ciudades del estado de Massachusetts.
El emplazamiento, en la localidad de Somerset, era un perfecto símbolo de la estrategia de la Administración estadounidense para impulsar la transición energética, que Biden se esfuerza en enmarcar como un asunto tan económico como existencial ante los constantes ataques de los republicanos por la elevada inflación.
“Cuando pienso en el cambio climático, pienso en empleos”, dijo el mandatario demócrata al defender las oportunidades que podría suponer la transición energética para la primera economía del mundo.
2.300 MILLONES CONTRA EL CALOR EXTREMO
Biden anunció que su Gobierno dedicará 2.300 millones de dólares a combatir el calor extremo y otros efectos nocivos del cambio climático, como huracanes y otros desastres naturales más frecuentes y devastadores.
“Como presidente, tengo la responsabilidad de actuar con urgencia cuando nuestra nación se enfrenta a un peligro claro. Y este lo es”, argumentó.
La medida es parte de una serie de acciones ejecutivas frente a la crisis climática que Biden se ha visto obligado a tomar después de que el senador demócrata díscolo Joe Manchin se negara la pasada semana a aprobar un ambicioso paquete legislativo que incluye miles de millones de dólares en inversiones verdes.
“Ya que el Congreso no va a hacer frente a esta emergencia, yo sí lo haré”, aseguró el presidente en su discurso, en el que se centró en las oportunidades económicas que supondrá la transición energética para el país.
Los fondos se destinarán a “ayudar a las comunidades a aumentar su resiliencia ante un amplio conjunto de efectos climáticos negativos, incluidas las olas de calor, que son particularmente destacables”, dijo por su parte un funcionario de alto nivel de la Administración durante una llamada con periodistas para explicar las medidas.
MÁS AYUDAS PARA ENFRIAR LOS HOGARES
El anuncio llega en un momento en que Europa se enfrenta a una histórica ola de calor que deja récords de temperatura en el Reino Unido y agrava incendios forestales en Francia y España.
Además de los fondos, que serán tramitados a través de la Agencia Federal para el Manejo de Emergencias (FEMA), la Casa Blanca ampliará el programa de asistencia energética para hogares de rentas bajas, que antes solo servía para dar ayudas a la calefacción en invierno.
La ampliación de este programa supondrá que las comunidades más vulnerables podrán aprovechar esas ayudas para financiar la instalación de aire acondicionado, y los estados podrán construir centros acondicionados para que los ciudadanos se refresquen.
Las autoridades habilitarán también una nueva zona para construir parques eólicos marinos en el Golfo de México, que se unirá a las costas ya habilitadas del noreste del país, y fomentarán la construcción de parques eólicos en las costas del sureste.
Las medidas anunciadas hoy por Biden son solo una parte de la estrategia contra la crisis climática de su Gobierno, que irá anunciando nuevas acciones en las próximas semanas.
UNA EMERGENCIA NACIONAL
No está claro, sin embargo, si su Administración acabará declarando un estado de emergencia nacional por el clima, como le piden muchos activistas y algunos miembros de su propio partido, que permita al Gobierno tomar medidas más ambiciosas ante la inacción del Congreso.
